Document Notes: This mind-boggling letter between two cabinet members regarding the treatment of Japanese citizens illustrates the extremes our government went to to urge the Japanese, by example, to treat our citizen captives well. By the date of this letter, tragically, the Japanese had killed thousands of U.S. citizens through torture, neglect, starvation and non-existent medical treatment. This letter is a morbid joke.
